US President Barack Obama on Thursday invoked the killing of Osama bin Laden as a chance to recast relations with the Arab world and said the top US priority was to promote democratic change across the Middle East. But reactions in the region were muted.
Shadi Hamid, director of research Brookings Center Doha, said Obama's words were not ambitious enough.
"My prediction on Obama's speech: Arab leaders won't like it much. Arab reformers won't like it much," he wrote on his Twitter feed. Later he posted, "Obama says it will be US policy 'to support reform across the region.' Reform, of course, is not same thing as democracy."
Thursday's speech was the American president's first major attempt to put the anti-government protests that have swept the Middle East in the context of US national interests. He hailed the popular unrest as a "historic opportunity" and said the US future was bound to that of the region now caught up in unprecedented upheaval. He also ratcheted up pressure on Syrian leader Bashar Assad, saying for the first time that he must stop a crackdown on protests and lead a democratic transition "or get out of the way."
On social networking sites, the dominant sentiment among Arab users was that Obama said too little about his plans for achieving an independent Palestine.
"Absolutely no surprises or anything new on Palestine in Obama's speech," tweeted Yousef Munayyer, director of the Palestine Research Center in Washington.
"Do people in Arab world want to hear more of this hectoring or do they want to hear the US is ending its interference in their region?" wrote Ali Abunimah, co-founder of the website Electronic Intifada.
But one Middle East scholar said Obama went farther than any of his predecessors in outlining a vision for a Palestinian state.
"It is very significant," Robert Danin of the Council on Foreign Relations told Reuters. "For the first time, the United States has articulated what the territorial basis for a settlement between Israel and the Palestinians should be and explicitly identified the pre-Six Day War line as the basis for the borders. This has never been done before... This is a significant development and this is, in effect, an embrace of the Palestinian position on borders."
In his speech, Obama also referred to the death of Osama bin Laden at the beginning of the month.
"We have dealt al-Qaida a huge blow by killing its leader," he said. "Bin Laden was not a martyr, he was a mass murderer... Bin Laden and his murderous vision won some adherents, but even before his death al-Qaida was losing its struggle for relevance."
However, he reserved some of his harshest words for Syria.
"The Syrian regime has chosen the path of murder and the mass arrest of citizens," he said. "The Syrian people have proven their courage in choosing a transition to democracy."
Internet access has been severely restricted during the two- month-long Syrian uprising, and social media reactions from the country were few. Still, one Twitter user in Damascus under the name "flying-wing" wrote that with his speech, "Obama gave Assad a new chance to kill the Syrian people."
Other users in Syria wrote that surprisingly, the country's official television network was carrying the speech. CNN's Hala Gorani, however, tweeted that Damascus's ambassador to Washington had not been present in the room during the address.
Islamist groups also voiced their disappointment.
"A disappointing speech. Nothing new. American strategy remains as is," Essam al-Erian, a senior member of the Muslim Brotherhood, told Reuters.
"American cover for dictatorial presidents, in Syria, Yemen, Bahrain remains as is. Perhaps the sharpest tone was towards Libya," Erian said. "American promises are just promises. There is no decisive decision to immediately withdraw from Iraq or Afghanistan. Threatening Iran remains the same."

An inquest into the deaths of two babies in South Australia has been told a woman's
right to choose a home birth is supreme, even in cases where the added risk of a breach
birth is possible.
Deputy South Australian coroner ANTHONY SCHAPEL is inquiring into the deaths of babies
TATE SPENCER-KOCH and JAHLI JEAN HOBBS during home births in 2007 and 2009, both involving
the same private midwife, LISA BARRETT.
Associate Professor HANNAH DAHLEN, from the Australian College of Midwives and who
also works as a private midwife, says she wouldn't do a breach birth at home, saying they'd
be considered in the category where a hospital delivery was advised.
But Professor DAHLEN says the final decision ultimately rests with the mother whose
autonomy is supreme.
JAHLI was known to be in the breach position prior to delivery and was unresponsive
when she was born, while TATE presented head first, but her shoulders became stuck and
was also unresponsive by the time she was fully delivered.
The inquest is continuing.

2 March 2011 - Italian IT company TXT e-solutions SpA (BIT:TXT) booked a net profit of EUR200,000 (USD277,000) for 2010, compared with a net loss of EUR6.2m for 2009, the company said in a statement on Wednesday.
Revenues rose to EUR54.4m from EUR50.1m.
Earnings before interest, tax, depreciation and amortisation (EBITDA) stood at EUR4.7m compared with a loss of EUR400,000 for 2009.
Operating profit came in at EUR700,000 versus a loss of EUR5.2m.
The company had a net financial position of EUR700,000 at 31 December 2010 against a debt of EUR7.2m at end-December 2009.

MELBOURNE, Dec 5 AAP - Police are worried about an unusual "spate" of hit-and-runs
in Victoria over the last five months.
Until late July, there had been one hit-and-run this year. But since July 23, there
have been nine and the Major Collision Investigation Unit is worried some motorists regard
not stopping at the scene to help as "an option".
All but one of the hit-runs was fatal.
Criminal charges have been laid in four of the 10, while investigations in the other
six are "stretching their resources", Inspector Steve Smith said.
Insp Smith on Sunday appealed for help to solve a November 13 incident in Melbourne's
north in which a 35-year-old man jumped from the Sydney Road bridge and landed on the
Western Ring Road's east-bound lanes at Fawkner about 3.40pm (AEDT).
The man later died.
A dark VT or VX model Holden Commodore sedan hit the man as he lay on the road, stopped
briefly, then left.
"The driver of the sedan has driven on from the collision scene for a short distance
... Witnesses have told us that he's checked his rear vision mirror and appeared to be
looking back but, unfortunately, he failed to return to the scene," Insp Smith told reporters.
"There were three or four other vehicles that have driven around him and managed to
avoid him ... They've all stopped and assisted.
"You do have a specific and clear obligation to stop and render assistance. There were
a number of other drivers that stopped. This driver was the only one that chose not to."
The car's driver is described as being in his 40s, of Caucasian appearance, with dark
hair and was wearing prescription glasses.
Insp Smith said police were confident they would identify him.
Police also are investigating a hit-run just a couple of kilometres away on the same
freeway less than 24 hours later.
A woman, aged in her 30s, jumped from a bridge and died after being hit by four cars.
Three cars stopped but a fourth, a taxi, did not.
It has since been identified and charges could be laid against the driver, Insp Smith said.
Meanwhile, on November 4, a 24-year-old Maidstone man, originally from Zimbabwe, was
run over by two motorists and left to die in Braybrook, in Melbourne's west.
"I suspect drivers consider that there may be an option for them to leave the scene
of a collision and take their chances and may not necessarily be identified," Insp Smith
said.
"There also may be an element of copycat attached to this, as well, with these hit-runs
occurring and drivers see that as an option to leave.
"These investigations aren't closed at any point ... Some are solved fairly quickly,
with assistance from the public, via the media, from eyewitnesses or debris and paint
flakes and pieces of vehicles and so forth that are left at the scene."
Leaving the scene of an accident involving injuries or death carries a maximum penalty
of 10 years jail, Insp Smith said.

CANBERRA, April 29 AAP - Australians want their roads and credit cards watched more
but don't like the idea of the government watching when they're surfing the net.
That's the findings of a fresh Unisys Newspoll looking at personal security measures
across the country.
Almost 90 per cent of those surveyed want more police on the roads to nab drink drivers,
speeders and others.
And 72 per cent of the 1200 respondents called for their banks to watch their accounts more.
But it seems additional security isn't wanted everywhere.
"The support of Australians towards increased surveillance varies significantly depending
on the context: who is conducting surveillance of what activity and, we suspect, the
perceived personal benefit of the activity," Unisys David Chadwick said in a statement.
Just 40 per cent of Australians want the government to increase its surveillance of
their personal web browsing.
"This issue is particularly topical with the federal government's internet filtering
project currently under debate," Mr Chadwick said.
But that statistic turns the other way when people are queried about their bosses watching
their `net usage at work.
"It appears that that while people may not be wild about the idea, they tolerate and
understand the right of an employer to know how their equipment is being used," Mr Chadwick
said.
The survey found Australians are more willing to embrace higher levels of surveillance
if they feel there is something to gain.
"It's important to understand how Australians feel about surveillance in different
situations," Mr Chadwick said.
"Australians appear to be wary of surveillance when they do not see a clear personal benefit."

SYDNEY, Feb 12 AAP - A driver has been bashed in the mouth with a hammer in a road
rage attack in Sydney's west.
A 38-year-old man was punched and kicked through the window of his ute before being
hit in the mouth with a hammer, police said.
A Toyota Prado veered in front of a white Ford Falcon ute, cutting it off on Roper
Road, Colyton just before midday on Tuesday, police said.
The drivers of both cars argued as they drove along Roper Rd shortly before the Toyota,
with two men inside, forced the ute from the road.
"The two men then allegedly punched and kicked the 38-year-old driver of the ute through
the vehicle's open window, before hitting him in the mouth with a hammer," a NSW police
statement said.
The 38-year-old man suffered a laceration to his lower lip and gum and had his lower
teeth pushed into his mouth.
He was taken to Mt Druitt Hospital where he received dental treatment and stitches
for his injuries.
Two men, aged 30 and 26, have been charged with assault causing grievous bodily harm in company.
They have been refused bail to appear at Penrith Local Court on Thursday.

Oly: Giant London street party marks Beijing handover

LONDON, Aug 24 AFP - About 40,000 people including record-breaking swimmer Michael
Phelps gathered today to celebrate 2012 host London taking over from Beijing as the Olympic
city.
The spectators watched the Olympics closing ceremony in Beijing on giant TV screens
set up on the Mall near Buckingham Palace, the official residence of Queen Elizabeth II,
before enjoying a pop concert.
The crowd roared their approval when the big screens showed Mayor of London Boris Johnson
taking possession of the Olympic flag during the ceremony in Beijing.
The cheers grew even louder in London when, in the Chinese capital, English soccer
star David Beckham kicked a ball from the roof of a red London double-decker bus.
The "Party Like It's 2012" event in London, which took place in bright sunshine after
the morning rain cleared away, also featured a fly past by the Red Arrows, the British
Royal Air Force's aerobatics team.
Their jets had swooped over the British capital on the day in July 2005 when London
was awarded the 2012 Games.
The star attraction at the party was American Phelps, who won eight gold medals in
the pool, the highest number ever by one competitor at an Olympics.
He promised that he would be back in Britain in 2012 in search of more gold.
"I still have things that I want to do in the sport, I've never competed over here
in London and I'm looking forward to really experience more of the city and be able to
prepare myself to hopefully swim some fast times," he said.
Olympic handover parties take place in other British cities, including the central
English city of Birmingham, which will host some of the Olympic soccer matches.
The British team's success at the Beijing Olympics, where it won 19 gold medals and
finished fourth in the overall table, has taken many by surprise.
Even the queen has been caught up by Olympic fever - she said she had been following
Team GB's successes "with great interest and admiration".
"As a nation, we now look forward to holding the Olympic games in London in 2012,"
the monarch said in a statement.
"The golden triumphs of the present British team can only serve as further inspiration
to those who will be working hard over the next four years to make the London games a
shining example of Olympic success."
Organisers say the London Olympics will not try and emulate the scale of the Beijing
extravaganza but aim to be a "sustainable" Games which leave a lasting legacy for the
deprived area of east London where they will be based.

MELBOURNE, Dec 14 AAP - Police say one of the prisoners still at large after breaking
out of a prison van in Melbourne's west this morning has a prior conviction for rape.
They said Troy Lowe, 26, from Melbourne's western suburbs had a history of serious
violent crime, including a rape conviction in 1999.
Police named the other escapee as Gregory Caulfield, 30, of Bendigo.
The pair and another prisoner escaped after kicking open the back door of the prison
van at North Altona this morning.
They were being transferred from the Melbourne Assessment Prison, where they were being
held on minor theft and burglary charges, to Port Phillip Prison.
One of the men still at large was on remand and the other had been jailed for theft.
A passing motorist alerted the prison van's driver that the back door was open as the
van was travelling along the Western Ring Road at Altona North, shortly before 11am (AEDT)
today.
The third escapee was arrested about five kilometres away at Footscray cemetery within
an hour and a half of the escape.

Fed: Chili restaurant to be prosecuted through workplace laws
CANBERRA, Aug 3 AAP - A Wollongong restaurant that allegedly made rostered staff wait
for up to an hour before deciding it was busy enough for them to start work, will be prosecuted,
the Workplace Ombudsman says.
Ombudsman Nicholas Wilson today announced the prosecution of Brinker Australia Ltd
which was trading as Chili's Texas Grill.
Mr Wilson said he would allege the restaurant breached the workplace rights of a 19-year-old
employee Kirrily Piper through the terms of her Australian Workplace Agreement (AWA)
The Ombudsman alleges Chili Texas Grill did not provide Ms Piper, who has since left
the restaurant, with the required information regarding her rights when making her AWA.
He alleges the restaurant failed to ensure that the worker had ready access to the
AWA in writing before the agreement was approved, that it failed to lodge the AWA within
14 days and that it failed to advise Ms Piper of her core hours of employment and did
not provide her with a minimum of 20 hours' paid employment each fortnight.
Ms Piper had earlier alleged she was sometimes made to hang around for up to an hour
after she was due to start her rostered shift before management deemed the restaurant
busy enough for her shift to begin.
Mr Wilson said his agency was still investigating claims that young workers were made
to supply their own money floats each day so that cash could be deducted when a customer
absconded without paying the bill.
"Employers should be warned, making an AWA is not a licence to trample on the rights
of workers, especially young workers," Mr Wilson said.
"The Workplace Ombudsman will simply not tolerate it."
ACTU president Sharan Burrow said a whole new set of workplace laws were required to
prevent workplace exploitation such as in this alleged instance.
"What is happening here is you've got laws that are allowing young people, incredibly
vulnerable, to be ripped off," she told AAP.
"What is really appalling is that the newly-named ombudsman only goes to investigate
these environments when they're raised in the media.
"What we want is a set of laws that protect people from the get-go."

South Australian Premier MIKE RANN says he's confident he can reach a compromise with
the prime minister on the future management of the Murray-Darling basin.
JOHN HOWARD's gone to the mouth of the Murray River at Coorong .. south of Adelaide
.. as part of his plan to persuade state premiers to accept a federal takeover of the
Murray-Darling.
The New South Wales .. Victorian and ACT governments have welcomed Mr HOWARD'S plan

New South Wales Premier MORRIS IEMMA .. wants the river system to be managed by a commission
of independent experts.

An alleged peeping Tom has been arrested in Newcastle .. and charged with the offence
of peep and pry.
Police arrested the 45-year-old Merewether yesterday.
The man is accused of peeping on a 33-year-old female neighbour at about 3 o'clock
in the morning (AEST) last Friday.
The woman told police she saw a man standing on the veranda of her home .. he ran away
when she confronted him.
The man will appear in Newcastle Local Court on September 19 .. charged with peep and pry.

Qld: State's road toll rises to four
BRISBANE, April 17 AAP - Queensland's Easter road toll has risen to four with the death
of an elderly woman struck by a car in Townsville.
The 78-year-old was walking along Landsborough Street, North Ward, with a 16-year-old
girl when a station wagon veered out of control and crashed into the pair about 6pm (AEST)
today, police said.
The woman was taken to hospital but died a short time later. The girl was also injured
but her condition was not believed to be life-threatening, police said.
The 31-year-old male driver of the station wagon was being treated for shock.
The woman's death, which takes Queensland's Easter road toll to four, follows a similar
tragedy yesterday in which a 79-year-old male pedestrian was killed.
The man was hit by a station wagon in Howard Street, Burrum Heads, near Hervey Bay,
about 6.35am (AEST), police said. He died in Royal Brisbane Hospital today.

CANBERRA, April 10 AAP - Nationals senator-elect Barnaby Joyce says he plans to introduce
an amendment to the government's proposal to scrap compulsory student unionism, to force
students to pay a fee to support sport.
He says university students, not taxpayers, should foot the bill for maintaining university
sporting clubs and facilities.
A substantial portion of student fees are given to university sports clubs to reduce
costs to student sportsmen and sportswomen.
It has been predicted that the government's bill will deprive university sports programs
around Australia of $100 million putting many clubs at risk of collapse.
Mr Joyce said he was adamantly opposed to compulsory student unionism at universities.
But he said when it was scrapped it would have an effect on uni sporting facilities.
"We will be suggesting amendment in such form that sporting facilities are covered
by a fee or some form of structure," he told ABC TV.
"The essence of this legislation, and this primarily very good legislation, is to get
rid of compulsory student unionism and the militant aspects that it represents, and no
one's got an argument with that.
"But the job of the Senate is look at legislation and say when this legislation hits
the ground it's going to have an effect ... on the sporting facilities, especially regional
universities."
But Mr Joyce said he would not vote against the government's current bill.
"But what I would make (is) this commitment that, if in regional universities, we find
that all the sporting infrastructure starts to fall to pieces, then that must be picked
up by the public purse," he said.
"And instead of having sporting infrastructure supported by the students it's going
to be supported by every taxpayer, and I think that's highly unfair."

Fed: Strong year forecast for oil and gas exports
CANBERRA, Dec 13 AAP - Australia's oil producers should enjoy a bumper financial year,
with export earnings forecast to increase 34 per cent on the back of high world prices,
a new report shows.
The nation's chief commodities forecaster, the Australian Bureau of Agricultural and
Resource Economics (ABARE), predicted oil and condensate exports in the current financial
year would rake in $6.8 billion in export earnings.
ABARE's December quarter forecasts, released today, show gas will be a strong earner
in 2004-05, with the value of exports expected to increase by 47 per cent on the previous
year to $3.2 billion.
The rise would be driven by the completion of the fourth liquefied natural gas production
train at the giant North West Shelf project in Western Australia's Pilbara region, the
report said.
Export earnings for coal are forecast to increase by 48 per cent to $16.1 billion.
The bureau also forecast a gradual fall in the price of oil.
"Increased global production capacity and the continued rebuilding of OECD stocks should
place downward pressure on prices, allowing gradual easing of world oil prices in 2005,"
the report said.
ABARE provides several scenarios in its oil price forecasts, with the price depending
on factors including the security situation in the Middle East and reduced economic activity
in China.
The price of oil could be anywhere between $US35 and $US44 per barrel in 2005, ABARE said.
Oil prices peaked at more than $US56 per barrel in September this year.

Linux celebrates a milestone.(LiTe byte)
In an industry with a wealth of quirks, eccentricities, and oddities, Linux is right at home. This computer operating system is celebrating its 20th anniversary in August.
Linux was created in 1991 by Linus Torvalds, a software engineer and hacker from Finland, a country perhaps best known in high-tech circles for its cell phone expertise (along with Nokia, which is also headquartered there).
Today, Linux's still-tiny worldwide market share belies its influence and allure, especially among geeks and other information technology experts. For desktop PCs, laptops, and other computerized devices, the various versions of Microsoft Windows control about 82% of the market, Apple Mac OS X controls about 7%, and Apple iOS and Linux each control about 2%, according to StatCounter (http://stat counter.com).

One of the idiosyncrasies of Linux is that it's not controlled by a single company. More than 600 different Linux "distributions," based on the same Linux kernel, are available for machines ranging from game consoles to the fastest supercomputers in the world.
Linux distributions, or distros, typically bundle application software with the operating system, including mainstream business programs such as word processors, spreadsheets, and database programs as well as games, graphics programs, and utilities.
Much more so than on desktop PCs for individual users, Linux has a presence on servers, which include the computers that make websites available over the internet. Among these are the most popular sites on the entire web, including Google, Facebook, and Twitter. Linux is also an increasingly popular server operating system for private local and wide area networks of various types of organizations.
The Linux Advantage
For individual desktop or laptop users, one of the main attractions to Linux is the price, particularly compared to what's available from Microsoft and Apple. While some Linux distros are free, others are fee--based, but they are typically low cost. The most popular free Linux distros include Ubuntu (www.ubuntu.com), openSUSE (www.opensuse.org/en), and Fedora (http://fedoraproject.org).
Other benefits to Linux include security and stability. Mostly because of the ubiquity of Windows, the bad guys who develop and distribute malware primarily target Windows PCs. Linux users also report greater reliability and less downtime.
Linux has a reputation for being strictly for techies, and this accounts, in part, for its small user-base compared to Windows and Mac OS. But for years, the ease of use differential has been shrinking. You can download the major Linux distros over the internet. But it's easier to buy a PC desktop or laptop computer preinstalled with Linux, which can save you the money that Microsoft charges PC makers to include Windows on its machines.
Dell is the major PC maker that has been most active with Linux-based products. HP recently made a major commitment to Linux, announcing in March that it would be preinstalling its own Linux-based operating system, webOS, as an option along with Windows on its desktop and laptop PCs by 2012.
However, Linux's main claim to fame these days is with Android-based mobile devices such as smart-phones, tablet computers, and e-readers. Android is Google's mobile operating system based on the Linux kernel. It's a direct competitor to Apple's iOS mobile operating system, which runs on Apple's iPhone, iPad, and iPod touch.
All Linux distros share a lineage back to Torvalds. Born in Helsinki in 1969, Torvalds has attained geek status on par with Tim Berners-Lee, creator of the World Wide Web, and Vint Cerf, one of the inventors the internet.

He also formed joint ventures to transform the old-line Indian firm into a global powerhouse, beginning with a 1993 deal that enabled Ford to manufacture and market the Escort in India. New plant safety rules cleared.(Legislation/Regulation)(Brief article)
Congress has approved new safety regulations to protect the nation's high-risk chemical plants and refineries.
Under the new rules, individual states would be allowed to set stricter security standards on petrochemical and refining facilities than required by the federal government.
However, the measure was part of a controversial $124 billion supplemental spending bill for the wars in Iraq and Afghanistan that President Bush has vowed to veto because it contains a timeline for bringing the troops home. The Senate passed the bill Thursday, a day after the House of Representatives voted to approve it.
Maurice McBride, associate general counsel for the National Petrochemical and Refiners Association (NPRA), said the members of his association are watching to see what happens after the presidential veto.
As written, it's unclear how many facilities would be impacted by the new rules, which only apply to plants not already covered by the Maritime Transportation Security Act of 2002 (MTSA).
About 60% of NPRA's membership is subject to the US Coast Guard security regulations, McBride said.
The measure amends legislation passed last fall that allowed federal law to trump state regulations. So far only New Jersey seems to have tougher requirements for chemical plants, though the state's six refineries are already under the jurisdiction of the MTSA.
The new rules do open the door for other states to tighten their own regulations, though, McBride said.
The measure also eliminates a provision in the Chemical Terrorism Vulnerability Information Act that barred the public release of security-sensitive information. McBride said refiners are concerned that under the so-called "community right to know" provision that someone will post sensitive information on the Internet.
Camden County sheriff says he'll quit by May 15.

Apr. 11--Camden County Sheriff Michael McLaughlin said yesterday that he will quit by May 15 in the hope of putting "an end to the politically motivated lawsuits and the unbalanced and misguided publicity" about his office. McLaughlin, a four-term sheriff, said in an interview that the job "has lost its luster after 12 years." "Let somebody else do it. It just seems my political enemies are sniping at everybody and hurting other people." The Sheriff's Office was rocked last month by allegations that officers shared sexually explicit e-mails during work time. McLaughlin ordered an internal probe and random checks of employees' e-mails after learning of the alleged Internet abuse from reports in the Courier-Post. "We're trying to be as objective as we can," he said yesterday, adding that an undersheriff, state police, and the Camden County Prosecutor's Office were investigating. "Hopefully, it will be wrapped up shortly." The Sheriff's Office also made headlines for losing $15,000 in a lengthy trial to a sheriff's officer who alleged retaliation after she complained about sexual discrimination and harassment. McLaughlin called that lawsuit and one filed later by another woman who had worked in the office "politically motivated."
He denied the allegations in both cases, saying they were "based on misinformation and fabrications." He also said he had tried to promote women in the department. A Sheriff's Office news release stated yesterday: "The lack of balance in many of the articles pertaining to the lawsuits can best be demonstrated by the fact that none of the many qualified women officers who perform their duties satisfactorily day in and day out have ever been asked for their opinions. "The facts are that Sheriff McLaughlin has encouraged and assigned women to duties that in previous administrations were not available. They include assignments to the Bomb Squad, Civil Process Unit, the Honor Guard, Crime Prevention, Aviation, Internal Affairs and the Fugitive Unit." McLaughlin began his career in April 1966 after graduating from the New Jersey State Police Academy. He was part of a team that planted wiretaps at the Shore in the investigation of former mob boss Nicodemo "Little Nicky" Scarfo. He announced in January that he would not seek reelection in November. Since then, he said, he has had a number of employment offers. "A number of the job offers are both interesting and challenging and have substantially diminished my previous intentions to fully retire," McLaughlin said. "I have a vacation trip planned for the latter part of May, and when I return I intend to consider one or more of the offers." In his final days in office, the investigation of the sexually explicit e-mails is going forward, he said. Most involved suggestive jokes. The Courier-Post said some had contained sexually explicit images. Former Undersheriff Arthur Nickles, who left the department for health reasons, and Lt. Harry Monroe, an officer in the Internal Affairs division, allegedly sent some e-mails, according to printouts of e-mails the Courier-Post obtained. Investigators will report their results to a board of randomly selected department members that will recommend discipline if appropriate. McLaughlin said he would make the final judgment. Punishment could involve suspension or dismissal. "It doesn't appear to be throughout the whole agency," McLaughlin said yesterday. "Apparently, some people made a mistake and transmitted stuff on work time. It doesn't appear they forwarded anything once they got it. They either deleted or didn't even remember getting it."
